AICAE Conference, Day 1 – October 26, 2005 

1)       The Conference was called to order at 8:40 am and opening remarks were given by David Sloan, President 

2)       Attendees at the opening session were: David Sloan, Louis Weller, Lynn Paxon, Phred Bartholomaie, David Garce, Tamara Begay, Bob Alton, Jeff Begay, Ken Robbins, Mike Holleyman 

3)       Mr. Jeff Begay offered the opening prayer 

4)       An open discussion was lead by David Sloan regarding BIA Contracting, AICAE agenda schedule adjustment, AICAE participation with Peterson Zah and ASU Construction Management program. 

5)       There is proposed to be a separate meeting tomorrow (10-27-05) with BIA to discuss contracting, Corps off Engineers MOU, etc.) 

6)       A general discussion and brief presentation of each attending member and the type and status of their current work 

7)       Ken Robbins discussed changes at ASCG 

8)       Discussion of AICAE “blog” as a way of sharing information regarding contracting, establishing rates, audits, etc. 

9)       Suzanne Harness, was the first speaker on the program and presented current AIA contract changes and updates via powerpoint presentation and handouts.

10)   Savannah Gene, from the UNM Student Chapter made a report on activities and projects of the Chapter (aicae@unm.edu and www.aicae.unm.edu) 

Conference lunch break. 

11)   Tom Walton from GSA presented “Public Buildings Service Design Excellence Program” and discussed the policy and process, the “GSA Standards and Guidance”.

12)   Roger Courtenay, presented case studies on sustainable design relative to LEED certification and site sustainability

13)   Ken Robbins presented a PBS documentary film about the Eskimo and Subsistence whaling. After the film Ken provided “Muk tuk” for all to enjoy.

14)   Meeting was adjourned at 5:00 

AICAE Conference, Day 2 – October 27, 2005

1)       Peterson Zah, Ph.D. opened the day with a presentation on his work with the Navajo nation and now with ASU and the BIA. Also discussed the continuing work with Dell Web Construction Management program at ASU. 

2)       David Sloan brought the AICAE Business meeting to order 

3)       Ken Robbins to develop a policy for criteria of membership – carried over to next meeting for vote:
a.      
Voting member
b.      
Student member
c.      
Requirement for continued membership standards
d.      
Student chapter requirements 

4)       Ken Robbins to send letter out to general membership with comments soliciting comments and ideas and proposals for changing Bi-laws.

5)       David Garce to report AICAE By-Laws for procedure of establishing Student Chapters and mentorship paper 

6)       AICAE to develop a draft resolution to BIA with following topics:
a.      
MOU between BIA and COE to cease
b.      
MOU is detrimental
c.      
COE lack skills to deal with Indian Country projects
d.      
BIA should use AICAE as consultants to work with Tribes 

7)       Jeff Begay asked for motion to have AICAE participate in 3rd annual Construction in Indian Country Conference and have a forum for topic discussion with BIA 

8)       AICAE (Mike Holleyman, Jeff Begay, Ken Robbins) to form a draft resolution to present to Dr. Zah and Del Web Construction Management program and to BIA for the development of a forum at the 3rd annual Construction in Indian Country Conference to :
a.      
Resolution of Support for the Del Web Construction Management School
b.      
Request for proceeds to go to AICAE for scholarships 

9)       Mike Holleyman gave the Treasurer’s Report
a.

10)   Discussion and suggestions for fall conference topics included:

a.       Cultural; professional; Native Education; Indian Business; Tribal representation; include policy makers (government)
